There is three ways to open a terminal window directly to a selected folder:

1. Windows explorer

In address bar of window, type: cmd and than hit enter.

2. Total commander

Set up total commander shortcut to run console in active tab:

Selected shortcut is F9, this will run console window on active tab. (alternative is to use Double Commander)

3. Eclipse

To run console from selected folder in eclipse, you need to set new external tools configuration, like in picture below
